Offices and formalities vocabulary for B1, B2 and C1
How to speak and write about formalities in Poland without losing points for the wrong word, case (przypadek), or a calque from your native language.
Official vocabulary brings together several topics from the standards: dane osobowe, mieszkanie, wynajem, bank, pocztę, instytucje użyteczności publicznej, prawo i porządek. You lose points here for not knowing a word, using the wrong verb, using the wrong grammatical case (przypadek), or choosing a style that is too colloquial. The candidate understands the situation, but writes *dałem aplikację instead of złożyłem wniosek.
What the section "office and formalities" covers
At levels B1, B2 and C1, this is not about knowing legislation. It is about the language of an adult who lives in Poland and deals with matters in institutions.
The most important groups of words are:
- dane osobowe: imię, nazwisko, adres, data urodzenia, miejsce urodzenia, obywatelstwo, stan cywilny,
- urząd: urząd miasta, urząd wojewódzki, wydział, okienko, numer sprawy, termin, podpis, pieczęć,
- dokumenty: wniosek, załącznik, zaświadczenie, potwierdzenie, decyzja, odwołanie, wezwanie,
- pobyt i meldunek: karta pobytu, zezwolenie na pobyt, meldunek, zameldowanie, adres pobytu,
- bank i ubezpieczenie: konto, rachunek, przelew, opłata, składka, ubezpieczenie zdrowotne,
- mieszkanie: umowa najmu, czynsz, kaucja, opłaty, wypowiedzenie umowy, protokół,
- korespondencja: pismo, e-mail, odpowiedź, prośba, informacja, załączenie.
At B1 you need to speak clearly about your own matters and understand basic official letters. At B2 you need to justify things better and use formal phrases. At C1, skarga, reklamacja, argumentacja and an official style without colloquial language are added.
Wniosek, zaświadczenie, decyzja: three words, three functions
Wniosek is a document in which you ask for something. The most common pattern is złożyć wniosek o + accusative (biernik) (the accusative answers the question "o co?"). Correctly: Złożyłem wniosek o kartę pobytu. Not: *złożyłem wniosek na kartę pobytu.
Zaświadczenie is a document that confirms something: zaświadczenie o niekaralności, zaświadczenie o dochodach, zaświadczenie z uczelni, zaświadczenie od pracodawcy. In a written request you can write: Proszę o wydanie zaświadczenia o zameldowaniu.
Decyzja is the official resolution of a matter. Decyzję się wydaje, odbiera, otrzymuje, doręcza. You can czekać na decyzję or odwołać się od decyzji. For this section it is worth revising cases and noun declension (przypadki i odmianę rzeczownika).
Practical combinations:
- złożyć wniosek o wydanie dokumentu,
- dołączyć załączniki do wniosku,
- uzupełnić brakujące dane,
- otrzymać wezwanie do uzupełnienia dokumentów,
- odwołać się od decyzji,
- podpisać formularz.
Pobyt, meldunek, bank and ubezpieczenie
In official Polish, verbal nouns (rzeczowniki odczasownikowe) are important, that is, names of actions formed from verbs: zameldować się - zameldowanie, ubezpieczyć się - ubezpieczenie, złożyć - złożenie.
Compare:
- Chcę się zameldować pod tym adresem.
- Proszę o potwierdzenie zameldowania pod tym adresem.
The first sentence fits a conversation. The second fits a written request.
For the topic of pobyt, the following verbs are useful: przebywać, mieszkać, zameldować się, przedłużyć, odebrać, okazać. We say: mieszkam w Krakowie, jestem zameldowany w Krakowie, mam adres pobytu w Krakowie, przebywam w Polsce legalnie. You can live in one place and be officially registered at another.
At the bank we say: otworzyć konto, założyć rachunek, zrobić przelew, zapłacić kartą, wypłacić gotówkę. In insurance: mieć ubezpieczenie zdrowotne, opłacać składkę, zgłosić szkodę. Revise prepositions and their government (przyimki i ich rekcja) in the section prepositions and their government.
Renting an apartment: words that often come up
The B1, B2 and C1 standards cover the house, apartment, housing costs and renting an apartment. At B2, the housing market in Poland appears, and at C1, types of ownership of a residential unit.
Basic words:
- właściciel mieszkania, najemca, lokator,
- umowa najmu, okres najmu, wypowiedzenie umowy,
- czynsz, opłaty, rachunki, kaucja,
- protokół zdawczo-odbiorczy,
- awaria, naprawa, remont,
- adres lokalu, metraż, wyposażenie.
The most important verbs are: wynająć mieszkanie, podpisać umowę, płacić czynsz, wpłacić kaucję, wypowiedzieć umowę, zgłosić awarię, odebrać klucze, oddać mieszkanie.
Watch out for the pair wynająć - wynajmować. Wynająć can mean "wziąć w najem" or "dać komuś w najem". That is why you should make it precise: Wynająłem mieszkanie od właściciela. Właściciel wynajął mi mieszkanie.
Official correspondence: simple, polite, without colloquial language
In a formal letter, give the purpose, details, request and justification. When preparing for writing, connect this section with the topic writing: forms of expression and assessment criteria.
A useful pattern:
- Greeting: Szanowni Państwo,
- Purpose: Zwracam się z prośbą o udzielenie informacji w sprawie mojego wniosku.
- Case details: Wniosek złożyłem 12 maja w urzędzie wojewódzkim.
- Justification: Informacja jest mi potrzebna do uzupełnienia dokumentów.
- Attachments: W załączeniu przesyłam kopię potwierdzenia złożenia wniosku.
- Closing: Z poważaniem, imię i nazwisko.
Good formal phrases:
- Proszę o informację, czy dokumenty są kompletne.
- Zwracam się z prośbą o wyznaczenie terminu wizyty.
- W odpowiedzi na pismo przesyłam brakujące załączniki.
- Uprzejmie proszę o potwierdzenie otrzymania wiadomości.
- Chciałbym odwołać się od decyzji.
Avoid: hej, dzięki z góry, załatwcie to szybko, mam problem z papierami.
Example sentences from life in Poland
- Chciałbym złożyć wniosek o wydanie zaświadczenia o zameldowaniu.
- Proszę o informację, jakie dokumenty muszę dołączyć do wniosku.
- W zeszłym tygodniu otrzymałem wezwanie do uzupełnienia brakujących załączników.
- Czekam na decyzję w sprawie mojego pobytu.

Typical mistakes made by Ukrainian, Russian and English speakers
Ukrainian and Russian:
- *Podałem wniosek o pobyt. Correct: Złożyłem wniosek o pobyt. This is a calque of the verb "подати" or "подать". In Polish, a formal document is most often "submitted": składa się wniosek.
- *Potrzebuję sprawkę o niekaralności. Correct: Potrzebuję zaświadczenia o niekaralności. This is a false friend from the Ukrainian and Russian word meaning zaświadczenie.
- *Mam propiskę w Warszawie. Correct: Jestem zameldowany w Warszawie. In official Polish we use the words meldunek, zameldowanie, być zameldowanym.
- *Czekam decyzję. Correct: Czekam na decyzję. The verb czekać is used with na + the accusative (biernik).
- *Decyzja po mojej sprawie jeszcze nie przyszła. Correct: Decyzja w mojej sprawie jeszcze nie została wydana or Nie otrzymałem jeszcze decyzji w mojej sprawie. This is a calque of an expression with the preposition "po".
English:
- *Aplikowałem o kartę pobytu. Correct: Złożyłem wniosek o kartę pobytu. This is a calque of "to apply for". In official Polish, the expression złożyć wniosek is better. Polish does not normally describe this action as "applying" with aplikować.
- *Potrzebuję zaświadczenie. Correct: Potrzebuję zaświadczenia. After the verb potrzebować we use the genitive (dopełniacz). English does not show this change on nouns, so you have to remember the Polish government of the verb.
- *Proszę dla informacji o mojej sprawie. Correct: Proszę o informację w mojej sprawie. In Polish it is proszę o + accusative. Prepositions are not a one-to-one mapping from English: "for" in English often has to become o in Polish, not dla.
- *Decyzja była zrobiona wczoraj. Correct: Decyzja została wydana wczoraj. In Polish, a decision is wydaje. Do not carry over the English pattern "was made" word for word. If you want to practise such constructions, see the passive voice (strona bierna) and impersonal forms (formy bezosobowe).
- *Mój adres jest Warszawa. Correct: Mój adres to ulica Lipowa 5 w Warszawie or Mieszkam w Warszawie. This is a syntactic calque from English "my address is". Polish has different sentence patterns here: an address can be introduced with to, and a city of residence is usually expressed with Mieszkam w Warszawie.
What this looks like in the exam
This area can appear at B1, B2 and C1, because the standards include personal data, housing, renting, the bank, the post office, public utility institutions and social relations. The language functions include asking, asking for information, giving information, justifying, expressing necessity, and at C1 also making a complaint and a formal complaint about a product or service.
The exam has four written-section modules: listening comprehension, reading comprehension, grammatical accuracy and writing, plus an oral part. At B1, each written module has 30 points, 120 points in total. The written part lasts up to 190 minutes, and the oral part up to 15 minutes. In the sample papers from March 2020, B1 has 5 listening tasks, 5 reading tasks, 8 grammar tasks and a writing section lasting 75 minutes.
At B2, each written module has 40 points, 160 points in total. The written part lasts up to 250 minutes, and the oral part up to 15 minutes. In the sample papers there are 5 listening tasks, 5 reading tasks, 8 grammar tasks and 90 minutes of writing. At C1, the scoring of the written part is the same as at B2, the oral part lasts up to 20 minutes, and there are 7 grammar tasks.
Official and administrative vocabulary may be needed in listening, reading, writing and speaking: in a conversation at an office, in a bank, in an announcement, in a letter, in regulations, in an official e-mail, in a request, in a complaint or in a description of a problem with renting.
In the grammatical accuracy module, the topic returns through cases (przypadki), prepositions (przyimki), pronouns (zaimki), verbs (czasowniki) and the passive voice. At B1, the sample paper includes, among other things, tasks on the declension of nouns (rzeczowniki), adjectives (przymiotniki) and pronouns, asking about a part of a sentence, transforming sentences and prepositions. At B2, participles (imiesłowy), the passive voice, impersonal forms and changing complex sentences into single clauses are added. At C1, there are no closed grammar tasks, so you have to produce the form yourself.
The passing threshold is calculated separately for each module and for the oral part. At B1, you must obtain at least 50% from each module and from the oral part. At B2 and C1, you must obtain at least 60% from each module and from the oral part. Points are not averaged.
What to review before the exam
Before the exam, review especially:
- verbs: złożyć, dołączyć, uzupełnić, odebrać, otrzymać, wydać, odwołać się, zameldować się, wynająć, wypowiedzieć,
- combinations: wniosek o, zaświadczenie o, decyzja w sprawie, odwołanie od decyzji, wezwanie do uzupełnienia,
- cases (przypadki) after verbs: potrzebować zaświadczenia, czekać na decyzję, prosić o informację,
- housing vocabulary: czynsz, opłaty, kaucja, umowa najmu, wypowiedzenie, awaria,
- formal phrases for an email and an official letter,
- the difference between colloquial and official style.
Take a real form, a letter from an office, or a rental agreement and write out whole phrases, not single words. In the exam, what matters is combining words correctly in a sentence.
